City Hard Perimeter Strategy offered in 2003 and rejected. However, in August 2008, the strategy is fully vindicated – "The battalion set the conditions by systematically sealing off the city from unauthorized vehicle traffic.”

All barrier work should have been completed first, early in 2003 and 2004 immediately after the start of the car-bomb war, as part of an effective counterinsurgency. Is this the best we can do?
